Unless you are a terrorist - didn't one of the failed 7/7 plotters go to 
Pakistan with a couple of grand in notes on the plane? The police didn't 
think to follow up on that, presumerably because he was leaving the country, 
not coming into it.

I would suggest that to really improve the Big Brother state of Britain, the 
IR should be recruited at our borders - that should help shore up any 
further similar intelligence failings!
