I think it quite likely your bond is never entered for the draw, 
which would explain your lack of success.

Some years ago my children were given £100 by their 
grandparents, and we bought them Premium bonds with the money. 
After a number of years with no success, we decided to cash them 
in. Unfortunately we could not find the bonds themselves, but 
that should have been no problem, as they were registered to us 
and we had the numbers.

Our application was refused on the grounds that there was no 
record of those particular numbers having been issued, which 
would explain why they had never won anything.

As luck would have it, we came across the bonds only a few days 
later (and yes, we did have numbers correct). On sending them 
in, we received the £100 without question.
