Subject: HMRC not yet processed my tax repayment form sent to them in June

I sent in my tax repayment claim form on 4th June. A week later HMRC
sent me a request for further details and original documents, which I
sent them. Since then I have telephoned at least four times and
written another letter. Each time I phone, they tell me they have a
huge backlog and to wait another couple of weeks. The last time was in
late October/early November.
Isn't it about time they sent me my refund cheque and returned to me
the original documents I sent to them (they had to be originals, but I
did keep photocopies).
The letter I wrote I sent via recorded delivery and have the Royal
Mail confirmation of delivery, yet still nothing from HMRC, except
excuses and promises.
Is it time to complain to someone and if so, who?
