Er, no it isn't.

The "invitation to treat" is the retailer offering something, petrol
in this case, for sale.

The retailer doesn't do the accepting, it's the customer who does
that, by filling their tank with petrol. That forms a contract that
the customer has to fulfill by paying for the fuel.
