They announced it it Nov 83, but did not release/sell it until Nov 85 as a
GUI front-end to DOS.
I don't think announcing some future event is the same as it happening.
And it wasn't much use until Win 3.0 (well, to me anyway) and did not become
popular until 3.1 in April 92.
