Just wanted to say that's rubbish. Reasonable force can be used to 
detain anyone suspected of theft or deception who refuses to cooperate. 
Obviously make a habit of rugby-tackling little old ladies with steak 
stuffed down their knickers, or removing hoodies with a baseball bat (no 
matter how attractive a proposition that might be), and sooner or later 
someone's going to be on the phone to I-know-my-rights Direct for a bit 
of pocket money to spend on crack or Tena Lady.
