Typically, paint will NOT hide any defects.  It tends to make them
more visible.
A good texture job will cover a host of otherwise visible defects (I
believe that's why builders do that these days...).

After you get the paneling off with whatever others suggest, you might
get a wide wall trowel and put up lots of spackling (or whatever they
call the stuff these days that you patch over the seams with) to
smooth things out before the texturing.
