Just guessing, but maybe so a "stud finder with metal detector" could find
the pipe in the wall? (So if someone is drilling a hole in the wall, they
will not drill into the plastic pipe...)
They do this sort of with plastic underground lines. Run an electrical wire
along with the pipe so you can later "locate" it.
