I can see that too ...

when we asked our bank (years back), would they refinance $45k they told 
us they'd do anything over 25. So, while they did our 45K they wouldn't
to 18k.

(there are no houses here for 18k. I had to read the post 3 times,
wondering whether there was a 0 missing)
