Could be any number of things -

Operator error.

The water valve from the source is turned off (as you have speculated).

The wire(s) from the sprinkler controller to the valve(s) is/are
cut/broken.

Blown fuse.

Inoperable moisture (rain) sensor.

Bad sprinkler valves.
