There is a chain link fence part known as a "barb arm,"
which is an extension to the top of the post that slants
inward (or outward, as you choose) at about a 30 degree
angle off the vertical. (Google images for "barb arm" fence .)
This device is designed to hold barb wire and prevent
climbing over the fence, which of course does not apply
in your situation. However, perhaps there is someway
to use this fitting to similarly create a barrier
using plain tension (nonbarbed) or something similar.
The barrier here is not just height (about a foot or so),
but the angle at which the barb arm fitting projects.
