One ATM might not be able to do them all, but it might be able to do
most. It's the type of card eg VISA not the issuer eg HSBC that
determines this.

Dunno, but I'd be surprised if there were given the banks are pushing
C&P. I imagine they must ask you whether you accept the charge before
charging you, so you can refuse at this point.
FWIW I did most of mine (VISA & Maestro) on a Tesco Finance ATM.
