How about putting your house up for sale now?  Advertise it
in the to be finished configuration.  If you don't get a
buyer, then everything is a moot point.  If you do get a
buyer, then hire out the work, and get the deal done in
time to buy the new place.  If for some reason it sells
right away, then find temporary housing until the new place
is ready.  Who knows...maybe you will find a handy person
who wants to buy the house as-is and finish it their way.
