You might get help from your local department of consumer affairs.  In
my county you don't need a license to paint the inside of a house but
you do to paint the outside (I don't know why).

I had a worker I found in the yellow pages do some work for me--
cleaning my gutters.  Turns out he didn't do the work, or at least left
the traps over the leaders full of leaves-- and that was the most
important part to clean.

I contacted the DCA, they said he didn't have a license, and they got
me my money back.
