Subject: CC - Can Supplier check credit card address?

I recently placed an on-line order with a company.
The web site said that the delivery address I gave should be the same
as the cc address.
Because this was an order on behalf of my Mother-in-law, who only lives
round the corner and is in all day, I used my cc, but her address for
delivery.
The supplier has rejected the order, and has sent me a standard email
reply which offers various explanations why the order has been
rejected. None of them happen to mention incorrect address, and as far
as I can tell, none of the other rejection criteria fit my
circumstances.
In fact when I placed the order, I first received an automated email
confirming the order had been accepted and giving me an order number.
Only when I later checked back on the web site did I see that the order
had been converted back to a quote.
Would a supplier know the details of a card's billing address?
In case it offers any clues, the Supplier was eBuyer - of which there
appear to be many negative comments when I google around.
