As I understand it, they now have to verify ID (money laundering regs)
before opening an account, and the usual way to do that is to check a
credit record.  And that's a right *any* financial institution has.  

In any case, it's prudent: if the person has a criminal record for
fraud-related offences, they may not fall into the bank's preferred
client category. ;)
