If the C&E Notices don't distinguish, I think you can take it that there
is no distinction. When they say UK, they mean UK. When they say
outside UK, they mean EC and non-EC.

Use http://ww2.hmce.gov.uk/ (while it lasts) rather than the new site
http://www.hmce.gov.uk.
Start with the VAT Guide contents and follow your nose from there.
