Subject: Pressure washing before exterior paint necessary?

Is pressure washing the house necessary before putting
on new exterior paint?

Reason I ask this is that I've got a few estimates from
painting contractors for the exterior painting of my house
and one person is charging about $1000 less than others
(he's not a professional painter, and, he and his
family do painting jobs on the side) and he says
he will not pressure-wash the exterior of the house.
He mentioned that pressure washing is a tactic
used by professional contractors to use less paint
and scraping the paint only should be okay. The
last exterior paint was given 12-14 years ago. We
live in the midwest and the paint has a fair amount
of weather damage from snow/thunderstorms.

Any advice would be greatly appreciated.
