I would think they took a swipe of his debit card and got an
authorisation for the value of the purchase, when the authorisation
came through they completed the application for their in house card
from the details he gave them. They then reversed the authorisation
and processed the transaction on the new in house card account.

Indeed I had to entertain some visitors from Holland last month and
found myself telling them that nowadays whenever the Government says
something you can generally take it they are lying.
