Bah humbug.  Only the two pole breakers are necessarily bad.  The FPE
single pole breakers work just fine.  I have one of these and I load
tested all the single pole breakers and they all worked just fine.  My
newer 80's ones did trip slightly faster than my vintage 1962 ones.
Two pole breakers can be a problem on these panels.  If you can test
them and they work fine then that's OK, but if they don't finding a
suitable replacement might be a problem.
