Subject: help removing foil wallpaper on ceiling- house is 60 years old

Hi, I am working on a bathroom where the ceiling was wallpapered with a
foil paper. I have used dif enzyme remover to remove the top surface of
paper. When I removed that I thought I was done- however after a
careful look I noticed there was another layer of paper. The zif is not
doing anything. I am afraid to paint the ceiling because I feel it may
bubble and look terrible. The ceiling of this room is plaster as are
the walls. No sheetrock here. I am not intersted in using any sheetrock
in this house. Can someone suggest a way to remove this paper that
seems to be so attached to the plaster? I've tried penetrating and
soaking it but nothing. I have not tried renting a steamer yet, dont
know if that would work?
