I Emailed them about this and got an interesting reply, including the 
sentence:

"
This decrease will not be applied to all accounts. If your account is 
going to be included in this decrease you will receive a letter from us 
to explain everything at the end of June.
"

I wonder a) if this is true, and if it is, b) what the criteria are for 
deciding which customers get screwed and which don't?!
