The card may get reused at a retailer before it is next used at a bank, 
so the opportunity to update the PIN wouldn't exist unless all the 
retailers had the capability to perform the updates. If that's the case 
then the retailers may conceivably have access to the PIN while it gets 
programmed onto the card - possible security risk.
