Subject: Wood floor stain/refinish - bad job?

Hi,
I just had my oak floor refinished, and have some questions about the
final result. The floors were sanded to bare wood. I saw them at
this state, and they were very smooth and light in color. I chose to
have a fairly dark stain applied.
The contractor applied the stain and 3 coats of water based poly, and
now that the floor is done, i'm not sure the contractor did a very
good job.
The floor now seems fairly "rough" to the touch. The grain of the
wood seems to stick out above the rest of the floor. This can easily
be felt by running a fingernail across the floor.
There are several areas where circular scratches/marks can be seen.
Also, there are what appear to be nails exposed (sanded into?), and
these can be seen quite easily.
Can anyone provide input into this, and if this is abnormal, what I
should do to remedy the situation?
