If there are "10 or so", these are probably any of various species of
predatory wasp. They are solitary, rather than social, and are highly
beneficial insects until they get too close for comfort.
If leaving them alone isn't an option, soap and water down the holes
is something you can try before resorting to insecticides. If
poisoning them is the only way, then bee or wasp sprays are effective.
