That's the problem.

I would think twice about whether paying for a service that requires
me to work harder, is an advance.  

Well, none of this applies to me anyway; in my town there is no
municipal pickup, nor any contractor who has residential routes.
Instead, the Transfer Station is open 4 days per week and $30 buys an
annual permit.  (You take it there yourself.)
