AFAIK, tennats in private rental agreements have no "right to buy" what so
ever... this only applies to LA housing (the same as any private rental
period cannot be used in qualifying for an LA RTB discount.
However, regarding the work that they have done, if the tennancy agreement
was ended, they may have recourse to have refunded by you the cost of any
improvements that have been made, especially if these were made with your
knowledge and approval. This would be most relevant if the tennancy was
ended at your request, if they chose to move, then there case would be
weaker.
Really, you need to look at what you want to get out of this. Are you more
comfortable knowing you have good, regualar paying tennants for a longer
period of time (in which case you may be better looking at annual tennancies
to keep them there) or are you happier being able to reposses the house as
quickly as possible should you desire, in which case, you have got to
consider that they can do the same if they decide to move ( and you might
get tennants that are less caring and less regular at paying).
