We recommend citric acid for rust strain removal, and don't
sell the concentrated (expensive) version any more, since trying
'Tang'.
(I'm writing a short article on this very subject right now for the
April newsletter).
I'd be careful using citric acid on dishware, as it can attack some
finishes. Glass should be OK, though.
But this doesn't sound like a chemical problem so much as a
possible mechanical one. First make sure your water is hot
enough, and that there's enough of it filling the machine. Here

I'd also check that both (if yours uses two) spray arms' ports are
clear, and that they're rotating, especially the upper one, if
used. If you send/post your brand/model number, it'd be of help.
There are a couple of improvements that manufacturers have
made in this area recently. Whirlpool/Kaid is one of them. They've
redesigned some of their upper spray arm/supply assy's to improve
upper rack washability.
But (always) check the simple stuff first, like water temp/supply, in
the above articles.
