Use common sense.  Are there cracks or separations in the chimney structure?
Does the Chimney appear to be intact but tilted?  If so it should all work,

Chance Anchors are helical devices dug deep into the ground.  The load is
transferred to the anchor and then can be leveled.  These are pretty heavy
duty devices.  You need to know about the local soils to do it right.  This
takes boring samples or local knowledge.

I would suspect it can be successfully done.  Ask for a couple of references
from folk that had it done four or five years ago.  Call them and ask how it
went.  Nothing like a real testimonial to raise confidence.
