Your at the mercy of Ohm's law when it comes to electric heating. The basic
method on how the total wattage is applied and how much of the generated Btu
escapes determines how efficient it is. If you had a perfectly insulated
room you could eventually reach 1000F with an 100 watt electric light bulb.

Finned elements provide the fastest response. Add a circulation fan for a
faster response. The oil filled heaters still use convention, they just have
a liquid conduction buffer between the element and the air.

Use a ceiling fan to circulate the hot air off the ceiling.
Limit the amount of exposed glass windows.
Or....become a snowbird and move South.
