Mainly because the euro didn't exist! However, there was a synthetic currency
called the ecu (european currency unit) which is probably about the best you
can do, and I would think there are rates for that around somewhere. I have a
vague memory that the ecu currency symbol was XEU, but I could be totally
wrong.
