I don't know how it works in Georgia.  In my state, each county has a county
clerk's office where all deeds, mortgages, liens, etc. are recorded for
every property in the county.  Anyone can go there and can look up any
deeds. mortgages, liens, etc. because they are considered public
information.  When I want to find out that type of information, I go to the
county clerk's office and tell them what I am trying to find and they tell
me how I can look it up and/or find it in the deed books, mortgage books,
etc. that are on the shelves.  More recent transactions are computerized and
they show me how to lokk it up on their in-house computer system by using
one of the terminals.  There are always lots of professional title search
people there also looking up the same types of information for people who
paid to have a title search done.

I don't know if it works anything like this in Georgia, or where such public
records are kept.  But you might want to start by going here:
