Apparently you can get a Euro Current Account + Debit Mastercard from
a French bank for IIRC £25 to Agent in UK + 35 euros pa

However you must either own a house in France or prove you've been to
France in the last 6 months (cheap day trip will do!).

I'm just about to apply for one, but need to fulfil travel requirement
first!!
