First, don't keep turning it on to test it.
With the unit turned off, take s pencil or something and try to give
the blade a spin. If it spins freely then the bearings are OK. But if
it is hard to push or stops immediately after you push it then the
bearings are seized enough so the motor can't start. You can usually
repair this by oiling the bearings on both ends of the shaft.
Sometimes there is a small oil hole and sometimes it's even marked.
Sometimes the blade must be removed to get to the front oil hole. Try
to oil it through the case if possible. (Some of the cheaper models
require taking the motor apart, but not generally.) If the blade moves
freely and it still hums, then you need a new motor because the
windings have shorted. So shopping at that point.
