Ask them!

Marbles seem to have someone on duty anytime I have phoned- number on the
card. I would imagine that it varies from company to company. If you have no
outstanding balance on the card and this puts you into credit it may work. I
have seen people suggest that before for going on holiday- generate a
positive balance and you wont be charged for cash withdrawals. (I've never
tried it though!)

If you still have an outstanding balance after the money is refunded you are
very unlikely to be able to withdraw it without fees.
