You are all wrong.  The question is mis-phrased.  If should be WHAT to
measure, not HOW to measure.  "How" is with a tape measure.  He really
needs "what".  My sugestion would be to measure inside, outside, all
around the town side and sketch up which is which, that way he will
have all the data whether they decide on inside, outside, whatever.

I went to Rensselaer.  We are more realistic.
