You have your answer if you look at what happened in the end result,
instead at looking at process. The US wanted to regardless of UN
support. Blair did not really, he wanted UN support.  
You seem to be happy to define the UK as a nation in US terms with the
sop of arguable 'influence'.  (see first sentence)  

 Independence is something else again.
