Vacant abandoned property lying around isn't too cool so governments
have laws to get this type of property "back in service" so to speak. 
Owners are expected to act in their own best self interest by
occupying or renting improved property.  But you really can't
legislate sanity can you.

If an abandoned home sat on my street I would be far more aggressive
about winning ownership than Michael has been.  This was discussed at
length in another group but not cross-posted.

But then *Traveler* has a good hugs-all-around idea too unless he is
just empty talk.  So Traveler, just what resouces (beyond empty talk)
are you personally prepared to offer to this absent could-be-dead
owner anyway?

Obtain title ... send the owner flowers ... do something, do anything
... its the *do nothing* that's appalling to me.
