Subject: Eminent Domain - Abandoned Home

I posted a question before regarding this, I received a number of good
answers and leads.
To recap, a house 3 doors down in my neighborhood is abandoned, and has been
for a little over a year. Neighborhood is nice, homes in the low $200s.
House closed up for health violations, owned by an older lady who had 100
cats in the home. I ran title, only taxes are due, but since 1996, rough
number of $20,000. No mortgage.
I have written to the owner at thier new address (an apartment, PO box
address) offering to buy the property, contacted thier old attorney (who
cannot get in contact with the lady) and I have heard nothing. Here is the
question;
If I pay all the taxes & put a lien on the property for that amount, am I
allowed or do I have a right to protect my interests in the property?
Specifically, can I mow the grass, cut the trees, secure the property?
Is there a way to buy the property without the cooperation of the deeded
owner?
