Sam,
In Pa if the Trailer has a vehicle registration it is treated as
PERSONAL property and NOT REAL property. I do not see why you need a
building permit - UNLESS
you are going to put the Trailer on a permanent foundation and "skirt
it."
Generally personal property does NOT "go with" or convey with the
land.
LEGAL ADVISE - get a good real estate lawyer.
