I am not sure of the European statistics but based on the States and
Canadian results it seems that more jails breed better criminals.
Personally I think there is a certain percentage of the population
that will always need instituational "care" and if we can provide them
a facility that is not a jail it might not only be cheaper but safer
and more humane. (just a thought).

PS Didn't the British export all it's criminals to Austrialia and
execute the remaining one's in the 17/1800's ;-) all in fun.
